The Environment Agency approved the plan subject to reduction of emissions.

Mr Foster said: "Each year, pass rates improve, and we should take pride in this and celebrate, not knock it."

WARNING OVER TROUBLE AT V2003

Pop fans attending this weekend's V2003 festival at Weston Park, Staffordshire, could face a two-year ban from similar events if they commit violent offences. The move was agreed by magistrates after talks were held with police.

NICK BOOTED OUT OF ACADEMY

The victor will win a record contract and a celebrity lifestyle for a year.

DEAL SECURES NEW HOSPITAL

A new hospital is to be built in Worcestershire in a partnership between a local authority and a health trust. In what is thought to be the first deal of its kind, Wychavon District Council will fund the building and lease it to South Worcs Primary Care Trust. Pershore residents are set to benefit from having a community hospital and health centre under one roof.

CARERS SUSPENDED OVER LOST BOY

Two Coventry City Council carers have been suspended for allegedly abandoning a teenage boy 85 miles from the city as they returned from a seaside trip. The incident sparked a police hunt in Oxfordshire involving a helicopter and dog handlers. The boy was eventually spotted near Newbury, Berkshire. Social services suspended the pair amid claims they abandoned the 14-year-old.

Workers have already begun a petition, which 8,000 people have signed.
